Transitioning Youth

Transitioning Youth & the Governor’s Transitioning Youth Initiative (GTYI)

Transitioning Youth are considered a priority population for services through the Governor’s Transitioning Youth Initiative (GTYI). This program, led by the Developmental Disabilities Administration (DDA) in collaboration with the Division of Rehabilitative Services (DORS), provides funding for supported employment and other day services for eligible high school graduates with developmental disabilities who might not otherwise qualify for DDA-funded supports.

Eligibility for GTYI

To qualify for GTYI, a student must:

  1. Apply for DDA services and be determined fully eligible under the “Developmentally Disabled (DD)” category.
  2. Meet all five of the following DD eligibility criteria:
    • Have a severe, chronic disability due to a physical or mental impairment (excluding a sole diagnosis of mental illness), or a combination of both.
    • The disability must be evident before age 22.
    • It must be expected to continue indefinitely.
    • It must result in a substantial limitation in the ability to live independently without support.
    • The individual must require a combination and sequence of special, coordinated services that are individually planned.

How and When to Get Started

Preparation is key—begin planning before the student graduates.
We’ve created Transitioning Youth (TY) Guides to help you navigate the application process and access needed services.

These resources are designed to support families and professionals in ensuring a smooth transition from school-based services to adult supports.
